Housing Conditions.
General Observations as to Housing Conditions.
City Council's Schemes.
The Grosvenor Housing Scheme in the Millbank area is rapidly
proceeding towards completion, three blocks, comprising 154 flats,
being already occupied. The most recent of these three on the north side
of Page Street was completed by the end of June, when 84 families took
possession of the same number of separate self-contained flats. Two other
blocks of 84 and 141 flats respectively are in course of construction, the
smaller of which will be ready for occupation about March, 1932, and the
larger before the end of the same year.
The Ebury Bridge Scheme of eight blocks containing 210 flats, has
now been completed and is fully occupied, the last two blocks of 30 flats
each being finished in September, 1931.
Full reference was made to these schemes in the reports of 1928,
1929 and 1930.
Included in the Ebury Bridge Scheme and in addition to the numbers
given above, 15 flats were constructed for City Council's employees.
As the site on which the Estate is built was surplus land belonging
to the City Council, this estate provides a considerable addition to the
working-class accommodation in the City. No working-class houses
were demolished or cleared to make room for it, neither were any workingclass
families displaced. To such a degree has the land in Westminster
been built upon that, with the exception of the Pulford Street site (now
in the hands of a Voluntary Housing Trust for possible development),
there is no suitable vacant site on which to build working-class houses.
It will not be possible, therefore, in the future to build any more such
dwellings unless existing houses or commercial buildings can be cleared
