4. Are systematic observations made of these chimneys in order to cover them all in
a given period ? If so, state period ?
Every week for periods of half an hour to one hour.
5. How, in practice, is " black" smoke distinguished from other smoke ? What
is the line of demarcation ?

6. What is the aggregate permissible period of emission of " black" smoke per hour
or half-hour ?
Under 2 minutes in any continuous period of 30 minutes.
7. By how much must the permissible period of emission of " black" smoke be
exceeded before action is taken:—
(а) Informally ?—Anything over 2 minutes in any continuous period of
30 minutes.
(b) By service of statutory notices ?—Subsequent offence,
(c) By Prosecution ?—Subsequent offence.

9. Is it the practice of the Council's Inspectors to add up the total amount of smoke
emitted in separate bursts during each period of observation ? Are short
bursts excluded, and what period constitutes a short burst ?
Yes.
No. Short bursts are anything under 2 minutes.
10. Does the Council confine its efforts to preventing the issue of " black" smoke,
or does it proceed under the alternative provisions of the Public Health Acts T
Principally to preventing the issue of " black " smoke.
11. What steps are taken by the Local Authority to deal with the emission of smoke
(other than " black " smoke), soot, ash, grit or gritty particles ?
Informal action only up to date.
12. Are any smoke scales, shades or charts used for the purpose of determining the
colour of smoke ? If so, what ?
That used by the Coal Smoke Abatement Society.
13. In ascertaining the cause of smoke emissions, arc the premises inspected, and how,
in practice, is it decided when a furnace is constructed to consume its own
smoke ?
Premises are inspected and Engineer consulted as to smoke consumption
boxes, etc.
14. Can you say whether the smoke nuisance is increasing or decreasing in your area ?
If the latter, to what is the improvement attributed ?
Decreasing. Greater care in stoking and better fuel.
