notification came into force and the County Council took over the provision
of institutional treatment, and in 1916 a medical officer was appointed to
take charge of this branch. Details will be found in the body of the
Eeport.
It is difficult to show by statistics what has been the value of all this work.
So far as Infantile mortality is concerned statistics may be taken as reliable,
but owing to the demolition of property and the changing character of the
City from a residential to a business centre, fluctuations in the population
have been such that it is difficult to estimate what the population of the
City may have been between the Census periods, and at the last Census
which was taken at the middle of the year the population was believed to
be underestimated through many of the inhabitants being away. During
the last years of the War, there was a large influx into the City of workers
in Government Offices and elsewhere. With these reservations, therefore,
I submit a summary of the figures I have worked out for each year since
1901. At the beginning the death-rate was 16-0 per 1,000, last year it
was 11-5. For males the death rate in Westminster in 1901 was 18-0
per 1,000 and for females 14-0 per 1,000, in 1924 the figures were 14-7
and 9-6, respectively. Throughout the period the death-rates for five
yearly periods (last one, 4 years) are shown here:—
