Workers are frequently in the employ of several firms, so that
the number of names returned as resident in the City does not
necessarily coincide with the actual number of workers, which, at the
maximum, was found to be 1,380. The numbers returned in February
are only slightly below those at the corresponding period of the previous
year, but there was a considerable fall in the August list. The figures
include a number of women to whom work was given out by various
war agencies. All those living in Westminster were visited, and the
sanitary condition, not only of the rooms occupied, but of the whole
house, was inquired into. The actual number of houses in which outwork
was being done was 842.
