on the register at the end of the year was 1,392; to this class of house
7,559 visits are recorded as having been paid. Overcrowding was found
in 115 instances, and 1,182 other defects were found and remedied.
Particulars are included in the general list given at the beginning of
this part of the Report.
The Local Government Board (5th October, 1911), confirmed the
additional By-law made by the City Council with respect to houses let
as lodgings or occupied by members of more than one family:—
"Subject to the provisions of these By-laws, the landlord of a
lodging-house in which the rent or charge payable by each
lodger inclusive of any charge for the use by such lodger of any
furniture is at the rate of 7s. per week or less, shall cause the
bedding in such rooms to be at all times maintained in a clean
and wholesome condition."
Displacement of Persons of the Working Class.—In connection
with the proposed erection of blocks of buildings by the Peabody
Trust in Vauxhall Bridge Road, referred to in a precediug report, a
number of houses have been closed in that road, Willow Street, St.
Andrew's Terrace, Gloucester Terrace and Bloomburg Street. Williams
Place, Tufton Street, was closed voluntarily by the owners. New
Buildings and Tripp's Buildings, with 87, 89 and 91, Tufton Street,
2, 4 and 6, St. Ann's Place, and 28 and 30, Great Peter Street have
been closed to enable other buildings to be erected on the site. The
County Council fixed on a site for a new school in place of the one in
Horseferry Road. It is to be in Johnson's Place (Nos. 1a—,15a) and
Ranelagh Road (Nos. 2 and 6—28 even numbers), and will displace 265
persons of the " working class." The County Council made enquiries
as to the amount of accommodation in the neighbourhood of the site
available for occupation by the persons to be displaced. The number of
unoccupied tenements has been ascertained within a radius of half a
mile on the north side of the river. The results of the enquiry are that
there are 198 rooms to be demolished and that there are 486 rooms to
be let in the neighbourhood, all of them in good or fair condition (none
were found in bad condition). The approximate proportion of empties
is 24 per cent., which is considered as a moderate amount. The Council
think this is a sufficient margin of vacant accommodation, and that they
should be released from the obligation to re-house. In reporting on the
matter the Housing Committee say:—
"This area (half mile radius), which include.s the district on
both sides of Vauxhall Bridge Road, is one in which little change
in regard to housing has taken place in recent years, the only
important scheme being a reconstruction of a few streets on the
