Council resolved to draw the County Council's attention to the matter
seeing that the Gardens as well as the Victoria Embankment are controlled
by the County Council.
After consideration of the matter the County Council, on the 14th
November, 1911, agreed to construct suitable convenience accommodation
for men and women on a site within the Gardens adjoining Hungerford
House.
Housing Conditions.
Sanitary Survey of Houses.—Special reports have been made of the
condition of houses in the following streets and courts:—Commercial
Place, Allington Place, St. Leonard Street and Place, Eaton Mews
South and West, Royal Oak Place, Middle Street, Wellington Mews,
Alfred Street, Roberts Street and Place, Lillington Street, Dorset Place
and Upper Garden Street. A number of defects were discovered and
remedied, notice being served under the Public Health, London, Act.
In view of the willingness in most cases of owners to carry out required
works, it has not appeared necessary to the Public Health Committee to
resort to the somewhat complicated procedure of the Housing and Town
Planning Act. Three cottages were found to be unfit for habitation,
and the owners agreed not to let them again for such purpose unless
they were made habitable to the Council's satisfaction.
Demolition. — The houses, 48 and 50, Tufton Street, were
demolished in compliance with orders made by the Council in 1911.
On account of certain legal formalities not having been complied with
in respect of five other houses, the Council had to start proceedings
de novo.
Underground Rooms.—49 rooms were found to be illegally occupied
and their use given up. Eight of these infringed the Housing Act by
being less than 7 ft. high and used for sleeping purposes, notices under
that Act being served in four instances.
The following is a summary:—
