These figures show that the Council in the various departments of
its work has been active in promoting improvement of the conditions
under which the citizens live and work. Moreover, the many thousands
who come into Westminster for employment or amusement must also
participate in the benefits which accrue from these improved conditions.
I desire to express my appreciation of the able assistance I have
received from all the staff in the work of the Department.
