"I would recommend that the maximum number to be allowed in the
above two-roomed tenements be two over and four under 10 years of
age. These figures might be modified according to requirement on the
basis that one person over 10 takes the place of two under 10.
"One-roomed Tenements.—These are contained in Blocks A, E, F, K,
P, one on each floor, and in Block L, three on each floor. They vary in
size from 1,240 to 1,385 cubic feet.

"I understand that the intention of the Committee is that these
rooms are to be occupied by one person, or by elderly couples. The
maximum allowance should not be more than that allowed under the
Peabody rules, viz., a man, wife and child, under 10, or an adult and two
children, one at least being under 10.
