dwellings 800 to 1,200 cubic feet is required, and in two-room dwellings,
700 cubic feet.
" The Architects have been good enough to supply me with the
measurements of the various rooms in the Regency Street Dwellings,
and I have made a number of calculations on the basis stated above,
to ascertain the number of persons who may occupy them.
" Certain considerations must be taken into account before definitely
coming to a conclusion in the matter. In the first place it will be noted
that the standards which guide the various bodies owning dwellings
vary considerably, thus, to begin with, the London County Council
would allow two persons per room, making a total of 1,506 persons, but
later, when two children are allowed to count as one person, as many as
2,550 persons could be accommodated. On the Guinness basis, the
maximum works out to the same number, viz., 2,550 ; on the Peabody
basis, 2,229 would be the maximum; while if the standard of the
By-laws be taken 3,276 (or even more) might be admitted. I
take it, however, that the Council will not adopt this low standard;
besides, in fixing the number regard must be had to the legal
requirement that not less than one water-closet must be provided for
every twelve persons, and as only the four-roomed tenements are selfcontained,
i.e., each having its own separate laundry, lobby, and W.C.,
while the others are associated, two water-closets being provided for
each group of four tenements, it follows that no more than twenty-four
persons may occupy each floor. The number of bedrooms provided in
each tenement must also be taken into consideration. In two-roomed
tenements, the bedroom and living room may be reckoned as one room,
but with three- and four-roomed tenements this is not practicable, and
the number of persons who may occupy them must be governed largely
by the number of bedrooms provided.

" Fuur-roomed tenements.-—These are contained in M Block, and constitute the whole of that block. The size of each room is as follows:—

" I would recommend that the maximum number to be allowed in
each of these tenements be two persons over the age of 10, and eight
under, or six persons over the age of 10 and two under.
