and to make other relative provisions." I reported as
follows:—
I have carefully considered it and think that all of its
provisions are advisable, but under section 4 (c. 2) I think
that some condition is necessary for the qualification of an
Inspector who holds no certificate besides the mere fact
of having been "for three consecutive years an Inspector
within the meaning of this Act," as there are many trivial
Inspectorships which can hardly be considered as qualifying
for the post of Sanitary Inspector under the Act. Such a
further condition would be, for instance, to require that he
had been for the period named a Sanitary Inspector or
Inspector of Nuisances of a District of say at least 5,000
people. As a precedent for this I may point out that it is
provided by the Public Health (London) Act, 1891, that a
Medical Officer of Health not holding a Diploma in Public
Health must, in order to bo qualified, have been for three
consecutive years preceding the year 1892 a Medical Officer
of Health of a District or combination of Districts of not less
than 20,000 inhabitants. Some such further condition is
far more necessary in the case of a Sanitary Inspector than
it is in that of a Medical Officer of Health, for the former,
if he has not got a certificate, has probably passed no
examination at all, whereas the latter, even if he has not got
a Diploma in Public Health, is of necessity a fully qualified
medical man.
Under the instructions of the Committee of Works I
prepared, in conjunction with Mr. Livingstone, the
Surveyor, the following Report, "On a Report made by
the Public Health Committee of the Vestry of St. Georgethe-Martyr,
Southwark, upon the case of Gover v. St.
George's Vestry, argued at the Newington Quarter
