The Parliamentary Committee having referred to me an
extract from the Report of the Health Committee of the
Strand District Board of Works, referring to the Census of
1901, I considered the matter and reported on it as
follows:—
I consider it very desirable "that the Census Act of 1900
should provide for an Intermediary Census in 1906," and
that the Census should not be taken on Easter or Whit
Monday, but I think it also desirable that the Census should
not be taken on the Sunday next following Easter Sunday,
as a great number of people are away from this Parish, at
any rate, on that Sunday also, and the Census Return of
1891 was, in my opinion, quite erroneous and worthless for
statistical purposes, because it was taken on the Sunday
next following Easter Sunday.
I also agree that the Census Act should be passed as early
as possible in order that there may be time for proper
arrangements to be made, and "that the Census Returns
should not be primarily based on Poor Law areas, but on
the areas of Municipal and Sanitary Authorities; and that
the age and occupation of the inhabitants of every sanitary
area, and sub-districts of the larger areas, be separately
tabulated and published."
With regard to the last suggestion, that a sort of day
census should be taken to ascertain the number of persons
employed in the district during the day, although there is a
large number of such persons in this Parish, I certainly do

neither do I see much advantage in obtaining their numbers
and the other particulars suggested.
At the request of the Parliamentary Committee I considered
the By-law "To amend the Law as to the
qualifications and tenure of office of Sanitary Inspectors,
