On section 86.— For empowering the Local Government
Board to direct, from time to time, what particulars shall be
contained in a rate book.
That the large and indefinite powers proposed to be
conferred thereby on the Local Government Board
may be uncertain in their operation.
On section 89.— To enable the Local Government Board
to make rules and orders for carrying out the Act.
That though this section seems to follow on the lines of
the existing law, yet it must be borne in mind that
the law originated in the necessity of giving the
Local Government Board powers for the amendment
of the Poor Laws— a local purpose.
By this Act the basis of rating for Poor Law purposes is
taken as the basis of the Income and other
Government Taxes, and that by these indirect
means it will fall within the province of the
Treasury, as the General Taxation Authority of
the Kingdom, to guide and control the regulations
of the Local Government Board, hence it indirectly
gives it indefinite powers, the result of which it is
difficult to foresee.
The Bill was withdrawn.
Metropolis Toll Bridges Bill (1877).
This Bill was brought into Parliament on behalf of the
Metropolitan Board of Works, to enable the Board to
provide for throwing open to the free use of the public
certain Toll Bridges within the Metropolis.
The Vestry petitioned Parliament against the Bill, as
