My Lords and Gentlemen,
The statistical tables in this Report have been,
as a matter of necessity, compiled from the Annual
Summary of the Registrar-General, just as my monthly
statistical reports are compiled from his weekly returns.
This has been necessitated by the Registrar-General's
discontinuing to send me the weekly returns made by the
Local Registrars of Births and Deaths, and by the fact
that you have not considered yourselves justified in
paying the Local Registrars for supplying me with copies
of their returns, considering that they are already
sufficiently paid by the public, and that the returns they
make are public property. This is a very serious loss to
my department, as by it I am deprived of the official
account of the localities in which diseases are prevalent,
and of one of my most important sources of information
