SURVEYOR'S REPORT.
My Lords and Gentlemen,
I beg to submit this my Second Annual Report of the
various Works which have been carried out during the
year ended Lady-day, 1876, also a statement shewing the
actual cost incurred in each department.
Maintenance of Roads.
It will be remembered that the winter of the past year
has been a most trying one; such perhaps as has not been
experienced for many years; consequently, owing to the
severe frosts and the almost unprecedented falls of snow
and wet, the roads have been reduced to a very bad
condition.
The filthy state of the streets also during the past
winter caused repeated complaints, and the question of
street cleansing generally attracted considerable public
attention. Many and varied were the suggestions thrown
out for the better removal of snow from the streets (none
of which, however, were at all practicable in London) ; and
also for clearing away the slop, &c. Indeed, so much had
been said and written upon the subject, and it had become
one of such importance, that I felt it my duty to express
my opinion on the matter in the form of a report, which
I submitted to a Sub-Committee, who at the time
had the question of street cleansing under consideration.
