I should like to mention that comparatively little difficulty was
met with as, on the whole, the people of the Borough were very helpful,
yet a considerable amount of clerical work was necessary in correspondence
arranging appointments for admission to certain houses, in the service of
notices of intention to visit, etc., and a certain number of premises
where tenants were at work during the day had to be visited by the sanitary
inspectors after tenants had returned from work and many evening calls
were made by the sanitary inspectors for this purpose.
The preliminary enumeration on Form A was practically completed
by 9th December and the engagement of eight of the temporary enumerators
was terminated.
The enumeration on Form A showed that approximately 25 per cent.
of the houses in the Borough would require to be measured (on account of
doubtful overcrowding) and recorded on Form B, and as the work of
completing Form A progressed ten of the temporary enumerators were
trained to measure rooms and they were employed later as survey
assistants. There were then fifteen survey assistants (each with an
enumerator who recorded the details on Form B) engaged in this second
stage of the work which was completed by 23rd December and, on the
instructions of the Housing Committee, the work of measuring the
definitely overcrowded houses was commenced. By 2nd January this was
well advanced and thirteen of the survey assistants with their enumerators
were paid off. The work was finally completed by 8th January and the
services of the remaining two survey assistants and their two enumerators
were then dispensed with.
The temporary supervisor and temporary clerks, assisted from
time to time by some of the members of the permanent staff, proceeded
with the necessary computations on Form B and the compilation of
Form C.
The London County Council had requested that they be furnished
with Forms C, in duplicate, in respect of the following:-
(i) The total number of dwellings belonging to the Borough Council
in the Borough;
(ii) The total number of dwellings belonging to the London County
Council in the Borough;
