It was suggested that the survey should commence on 1st November, 1935,
and the completed return on Form C should be submitted to the London
County Council by 31st January, 1936.
Appointment of Temporary Staff.
Taking into consideration the fact that approximately 24,000 houses
would require to be enumerated within a limited time it was decided
to employ a temporary staff and at the same time to make use of certain
officers of the permanent staff of the Public Health Department.
The following temporary staff was therefore engaged, with the prior
consent of the London County Council:-
1 temporary supervisor;
6 temporary clerks;
30 temporary enumerators; and, to begin with,
5 temporary survey assistants.
All of these were out of employment and, with the exception of two
temporary survey assistants, were residents of the Borough.
Method of Procedure.
The supervisor and clerks commenced duty 14th October preparing
the Forms A for the enumerators who started work 28th October.
In order to ensure that every house was visited the Forms A were
prepared from the Valuation Registers, and the eight divisions of the
Borough forming rate collection districts were considered the best from
a practical point of view in that they constituted convenient "walking
districts." As the outdoor work was under the supervision of six
sanitary inspectors (Messrs. W. J. Colborne, A. L. Dove and S. Kelly,
District Inspectors; Mr. H. W. Luke, Houses-let-in-Lodgings Inspector;
and Messrs. G. L. Belshaw and E. A. May-Housing Inspectors), the
enumerators were divided into six groups of five with a sanitary inspector
in charge of each group. The whole was co-ordinated and directed by
Mr. F. J. White of the Public Health Department, under my personal
supervision.
