C. HAMMOND WILLIAMS.
Free Milk Scheme.
Mr. Dyer, Chief Clerk, reported:—
During the 12 months ended 27th December, 1924, 14,828 applications
for free milk were received, of which 13,597 were granted (compared
with 15,537 applications and 14,086 grants for 1923). Orders for
487,074 pints of fresh, and 4,902 lbs. of dried milk were issued, the total
commitments amounting to approximately £6,150.
Personal inquiry was made into 2,922 cases by the Inquiry and
Investigation Officer. Fourteen cases were reported to the Maternity
Committee as unsatisfactory. 10 cases applicants had commenced work
and received an income which rendered them over-scale while receiving
free milk without notifying the fact; 1 case notification was not given
that the child had been sent away, and 3 cases the whole of the income had
not been declared. The Committee addressed letters of caution in 6
cases, and the remaining 8 were instructed to refund the value of milk
supplied.
During the year the sum of £7 was repaid on account of milk supplied
upon incorrect information, making a total sum of £306 repaid
to December, 1924.
Several complaints of short measure have been dealt with during the
year. The Council has suggested to all milk suppliers that by supplying
milk in sealed bottles the giving of short measure on delivery would be
obviated.
By arrangement with the Dairymen's Association, since April 1st,
1923, the Council has been paying 4d. per gallon below the ruling retail
price. The price of milk per pint to the Council varied during the year
as follows:—1st January, 3id., 2nd March, 3d., 30th March, 2½d., 1st
October, 3d.
