Outworkers and National Insurance Act.
The outworkers' lists have been inspected at the premises from which
work was given out, and 151 lists have been received from employers in
the Borough; 322 lists have been forwarded from other Boroughs
containing the names of persons who live in Poplar; 256 lists have been
sent to other Councils containing the names of persons who work for
employers in Poplar.
The operation of the National Insurance Act has caused a decrease
in the number of outworkers, some employers having discharged old or
inefficient workers who could only earn a few shillings weekly, but those
who are employed have more work and it will probably be more regular.
The following is a tabulated statement of further details:—
