Special Report re Legal Proceedings.
In March last the special attention of the Council was drawn to a
report by the Medical Officer of Health on "Legal Proceedings under the
Bye-laws," concerning some houses in Beachy Road, Old Ford. Briefly
the facts were as follows:- The houses were in a dirty and verminous
condition, and the owner, who did not comply with notices, was summoned
to Old Street Police Court before Mr. Cluer. The magistrate heard the
evidence of the Medical Officer of Health and myself, and although the
owner did not dispute the condition of the rooms, and could offer no
rebutting evidence, the magistrate decided to allow further time for the
work to be done, and upon the completion of the work the magistrate withdrew
the summonses and refused to allow the Council any costs.
A report at the time after the magistrate's action was presented by
the Medical Officer of Health, first to the Committee and then to the
Council.
