Overcrowding.
Certificates were given under Section 4 (3) (c) of the Public Health
(London) Act, 1891, respecting three cases of overcrowding, and the
Committee directed that the necessary notices should be served; 30 cases
of overcrowding were abated upon service of intimations, so that there
wore in connection with private houses, 33 of overcrowding abated; one case
of overcrowding was abated in a workroom (see Miss Tattersall's report,
page 245); 123 cases of overcrowding were also abated in connection with
houses let in lodgings, or occupied by members of more than one family
(see Mr. Johnson's report, pages 246-248). In no instance were legal proceedings
instituted.
General.
8,976 communications were received, and 850 complaints (including
92 smoke) as to nuisances were made.
Lead Street.
The attention of the Public Health and Housing Committee was called
to the insanitary condition of Lead Street, Millwall, a private street not
in charge of the Council. The Committee were of opinion the owners
should be required to make up the street, and in default that the necessary
work should be done by the Council at the owners' expense. A request
on behalf of the owners to be allowed to drain the street on to adjacent
land was not granted, a sufficient fall being obtainable to the West Perry
Road sewer.
Church Avenue.
Representations were made to the Works Committee by the Public
Health and Housing Committee as to the condition of Church Avenue, a
passage-way connecting Brickfield Road and Gurley Street, which is not
in charge of the Council. It was suggested the passage should be paved
at the expense of the owners and thereafter maintained by the Council.
The Council was liable for one-half the cost of paving, in respect of St.
Andrew's Church which occupies one side of the passage and is exempt
from charges in respect of paving apportionments.
The Works Committee were not satisfied with the condition of the
passage, and recommended the Council that Church Avenue be paved at
the cost of the owners and the Council respectively.
