The matter appears to this Council to be of 9uch importance as
to warrant an amendment of the Food and Drugs Act in a way
which will enable local authorities to cope with the difficulty, and I
have been directed to address communications to the Presidents of
the Local Government Board and of the Board of Agriculture and
Fisheries, calling their attention to this particular question, and
requesting them to take the necessary steps with the object of
obtaining an amendment of the Acts in the direction indicated.
I am also directed to approach the County Councils,. County
Boroughs, and the Metropolitan Borough Councils upon the subject,
and to ask them to take similar action. This Council express the
hope that your authority will, after giving the matter their consideration,
support the action taken, and communicate with the
respective Presidents.
Yours faithfully,
C. WILLIAM TAGG,
Town Clerk.
To the Clerk,
Poplar Borough Council.
The Public Health and Housing Committee concurred in the action
taken by the Camberwell Borough Council in the matter, and recommended
that communications be addressed to the Presidents of the Local
Government Board and Board of Agriculture and Fisheries, urging
amendment of the Food and Drugs Acts as proposed.
"Warranties"—Proposed Amendment of the Law
The Camberwell Borough Council called attention to a case of a
sample of milk taken under the Food and Drugs Act in course of delivery
from a wholesale company to an infirmary in the Borough, which milk,
upon analysis, was found to contain 12 per cent, of added water. On
proceedings being taken the company relied on the farmer's warranty and
the case was dismissed in the absence of proof that the company or their
servants had tampered with the milk.
The Camberwell Borough Council called the attention of the
Presidents of the Local Government Board and Board of Agriculture to
the matter and urged action be taken to amend the law relating to
warranties under the Food and Drugs Acts.
