The owner of Nos. 75 to 101, Empson Street was willing to carry out
the reconstruction of the Combined Drainage System of those premises
at his own cost, in order that the Council should not exercise any right to
restrict building over such system. The Public Health and Housing
Committee approved plan of the proposed re-drainage, and recommended
the Council that the Seal of the Council be affixed to an Order for the
drainage of Nos. 75 to 101, Empson Street, by a combined operation in
accordance with the plan submitted.
Conference of Representatives of the City and Metropolitan
Boruugh Councils.
Together with Mr. Councillor Darby, Chairman of the Public Health
and Housing Committee, and Mr. Councillor Foxon, I attended a Conference
of Representatives of the City and Metropolitan Borough Councils
on the subject of the unsatisfactory state of the law relating to Combined
Drainage, held at the Town Hall, St. Pancras, on Monday, the 24th June,
1907, when the following resolutions were unanimously carried, viz. :—
(1) That every effort should be made by the Metropolitan
Sanitary Authorities to relieve the ratepayers from the heavy,
inequitable and accumulating burden of the maintenance of combined
drains originally laid as drains and not approved as sewers ;
and
(2) That it be referred to a Committee of this Conference to
prepare for presentation to the President of the Local Government
Board a Petition or Draft Bill dealing with the law relating to combined
drainage;
and thereupon a Committee of eleven Representatives was appointed.
Also, it was unanimously resolved—
"That a copy of the Minutes of the Proceedings of this Conference
be forwarded to each of the Metropolitan Borough Councils
and to the Press."
