that the sewer in Union Street between East India Dock Road and

Flooding, Clearing Deposits.
The Public Health and Housing Committee had under consideration
various complaints of flooding of dwelling-houses after heavy rains, and
while no liability on the part of the Council could be admitted, the
Committee were of opinion it is desirable in the interests of public health
that, in cases where it is considered necessary by the Medical Officer of
Health, the Borough Surveyor should, without prejudice, clear away
deposits in houses resulting from such flood ings and disinfect the premises,
and the Committee directed accordingly. The Council approved the
action of the Committee.
Appeal to the London County Council.
The Architect of an important public building designed and had
constructed two manhole chambers with channels made of Portland
cement instead of the usual glazed channels. The Medical Officer of
Health of the Metropolitan Borough of Marylebone declined to pass the
same, considering that the said channels were not in accordance with the
bye-laws. The Architect argued they were equally efficient, and on
the Public Health Committee confirming the action of their officer,
appealed to the London County Council. The appeal was dismissed.
The case therefore must be taken as a precedent, and it will
not be prudent for builders and architects in the Metropolis to attempt to
make such channels in cement.
