ICE-CREAMS.
About the middle of the year 1907, all the known premises within
the Borough where ice creams are manufactured were inspected. There
are 130 such premises within the Borough, 50 Poplar, 54 Bromley and
26 Bow. (See Table A, page 111.)
See Inspectors' reports, pages 172, 178, 190, 200, 205 and 212.
SMOKE NUISANCES.
Motok Omnibuses.
102 smoke nuisances were dealt with during the year—43 Bow East,
6 Bow West, 12 North Bromley, 10 Bromley Central, 5 East combined,
11 West combined, and 15 Poplar South.
56 intimations and 48 statutory notices were served.
Summonses were applied for in six instances, see pages 159, 160 and
161.
Motor Omnibuses.
The Camberwell Borough Council called attention to the reversal on
appeal of a conviction obtained at the Police Court, of an Omnibus
Company, for using a motor omnibus which did not, as far as practicable,
consume its own smoke. The Magistrate found that the cause of the
smoke was not accidental, but was due to the neglect of the driver. The
Court held that the nuisance not being due to constructional defect, the
section of the Act under which proceedings were taken did not apply.
The matter was submitted to the Local Government Board, and the
Board requested to take action dealing with the nuisance caused by
smoke emanations from motor omnibuses, and the Poplar Borough Council
was asked to support this request.
The Public Health and Housing Committee recommended the Council
to support application of the Camberwell Borough Council to the Local
Government Board.
