or laundry who have lost their home or laundry work through a
case of infectious disease on the premises, the Committee considered
the maintenance of such persons should be left to the discretion
of the Medical Officer of Health in each case, and the Committee
recommended the Council—
" That the maintenance of the inmates of a house who have
" lost their home or laundry work through an infectious
" disease existing or having existed on the premises, should
" be left to the discretion of the Medical Officer of Health:
" maintenance to be either in money or kind. The Medical
" Officer to report to the Public Health Committee at their
" next meeting the action he has taken in any case, and
" application to be made to the Local Government Board for
" relief under the Local Authorities Expenses Act in respect
" of any expenditure incurred."
The Committee considered a communication from the Incorporated
Guild of Hairdressers, which Guild, in conjunction with the
City Corporation, had arranged a set of regulations for the conduct
of the business of a barber and hairdresser, with a view to the
prevention of the spread of contagious diseases through improper
methods in barbers' shops. It had been arranged that any hairdresser
applying to the Guild for a certificate should be furnished
with a form of certificate of suitability of his premises, to be signed
by the Medical Officer of the City of London, after inspection, and
subject to this, and compliance with the regulations approved, the
Guild certificate would be granted.
It was suggested by the Guild that similar arrangements should
be made with the Borough Councils for inspection and certification
in their respective Boroughs by the Medical Officers. The Committee
were of opinion such a course is desirable in the interests of
public health, and recommended the Council—
"That the Medical Officer of Health be authorised to give
"certificates of suitability of premises to applicants for the
" Hairdressers' Guild Certificates."
