For notices which had been received from Port Sanitary
Authorities respecting passengers coming to the Borough of Poplar
see page 54.
Nineteen premises with outworkers were connected with infectious
cases notified, 6 in Poplar, 6 in Bromley, and 7 in Bow.
One small pox, 5 scarlet fever, 8 diphtheria, 1 typhoid fever, 1 erysipelas,
and three chicken pox.
No notices were served under the Factory and Workshop Act,
1901, Section 110, but, where there was any risk of infection the
work was discontinued, and any work found on the premises was
disinfected before being returned. Eight cases of measles were
also connected with outworkers' premises, and where work was
found on the premises, it was disinfected before being returned if
there were any likelihood of infection, but there is no power to
prevent work being executed on outworkers' premises where
measles exists. See page 87.
The Public Health and Housing Committee considered a communication
from a Eelief Committee of the Poplar Guardians complaining
that no maintenance allowance was granted to a family on
the withholding by the Medical Officer of Health of a clearance
certificate after a case of infectious disease, to a person engaged on
homework. The Eelief Committee was informed the Council has
no power to grant relief as suggested.
Under Section 110 (1) of the Factory and Workshop Act, 1901,
if any inmate of a house is suffering from an infectious disease,
the Council may make an order forbidding homo work to be given
out to any person living or working in that house. The Committee
were of opinion that when it is necessary, in the interests of public
safety, for such action to be taken, the Council should have discretionary
power to award compensation in any case, and recommended
the Council that the Local Government Board be asked to
promote legislation in the direction indicated.
Pending the reply of the Local Government Board to the request
of the Council to promote legislation giving Sanitary Authorities
discretionary powers to award compensation to inmates of a house
