Geo. IV., chap. CVI., sec. 12, but there is a proviso in section
10 of the Bread Act of Will. IV. which can be added, and is as
follows:—"Provided always, that nothing in this Act contained
shall extend or be construed to extend to require any bread made
of the meal or flour of wheat only, and in the making of which
potato yeast shall be used, to be marked as hereinbefore mentioned."
The powers of entry should be on the same lines as those proposed
in the Bill of the London County Council (General Powers),
clause 27:—"The sanitary authority of any sanitary district, or
any officer or person duly authorised by them in that behalf, shall
have the right to enter at all reasonable times any house, building
or premises in that district for the purpose of examining whether
there is any contravention of this part of this Act or of any Byelaw
made thereunder, or for the purpose of carrying into execution
this part of this Act or any Bye-law made thereunder."
The Public Health and Housing Committee examined the Bread
Act of 1822 and considered the report thereon, and recommended
the Council that the suggestions be approved and submitted to
the London County Council.
SALE OF HORSE FLESH, ETC., REGULATION ACT,
1889, 52 & 53 VICT CH. II.
A report was presented to the Committee respecting the
necessity for an alteration in the law relating to the sale of horse
flesh.
Among other matters it was pointed out to the Committee that
if horse flesh specially prepared be passed through a mincing
machine and mixed with fat, flesh and spice, it cannot be distinguished
from that of ox, nor can the nature of the flesh, in which under
normal circumstances the products of disease would be readily
detected, be always distinguished even by the expert.
By section 6 of the 1889 Act, a penalty of a fine only can be
inflicted, the maximum being twenty pounds.
