"The upper portions of the old sewers are also without sufficient
fall, due to the fact that in the primary lengths the depths of the
outfalls have been kept too high, evidently having been put in to
serve the particular area then built upon without regard to the
future growth of the district."
Mr. Heckford's new system will be constructed upon recognised
modern lines, having gradients giving self-cleansing velocities in
every case.
"The main outfall will be eggshaped, thus adapting itself to the
"varying flow of sewage which obtains in a district such as that
"concerned, and the size of this sewer will be sufficient for entry
"throughout the whole length, thus doing away with the costly
"methods of cleansing which have had to be adopted with the
"present outfall. The subsidiary sewer will be of stone-ware pipes
"with manholes at all junctions of streets, changes of direction or
"gradient, etc., with the same idea, viz.: that of having
"complete control over them without continually opening up the
"roadways."
In reply to complaints addressed to the London County Council
by Mr. Heckford, the Borough Surveyor, and the Public Health
Department with regard to emanations from the London County
Council sewer in Cadogan Terrace, the Council stated they are
taking steps to provide better means for a permanent ventilation of
the sewer, and directions had been given that in the meantime the
ventilators complained of shall be frequently and freely deodorised
when necessary.
The nuisance from the existing sewer gratings being
considerable,
The Committee recommended—
That the London County Council be urged to proceed at once
with the construction of the necessary ventilating shaft.
