During the year seven summonses were taken out in respect of
Smoke Nuisances. Penalties were inflicted in every instance with

DRAINAGE AND SEWERS.
The Committee considered the question of the drainage of Bridge
Road between the dock entrances which discharged into Fletcher's
Dry Dock and the Thames. Factories at this spot (employing
sometimes 1,000 men) drained direct into the River Thames. The
Public Health Department had called the attention of the Thames
Conservancy to the condition of the foreshore. Notices to cease
such discharge had been served by the Thames Conscrvancy.
The Council adopted the scheme proposed by Mr. Heckford, the
Borough Surveyor, for the drainage in question to pass into the
system the London and India Dock Company were constructing for
drainage at the docks. The sewage from the factory premises to be
lifted automatically.
The Council also adopted the scheme of Mr. Heckford, the
Borough Surveyor, with respect to the reconstruction of the Eastern
Section of the Isle of Dogs Sewers. The Borough Surveyor's
report stated that:
"The old sewers consist, for the greater part, of brick sewers of
obsolete pattern, ill-designed for their purpose, having no regular
gradients, while some of them are amongst the first sewers recorded
in the register of the late Board of Works.
