HOUSING OF THE WORKING CLASSES.
On the 22nd March, in the Board-room, H. T. Steward, Esq., on
behalf of one of H.M. Principal Secretaries of State, held a public
enquiry, upon oath, with respect to Burford's Court, Tucker's Court,
Nelson Court, and certain adjoining premises, which had been
officially represented to the London County Council by me as
" unhealthy areas," under the Housing of the Working Classes
Act, 1890.
In July, under Part I. section 5 (2) of the Housing of the Working
Classes Act, 1890, I made a representation of two "unhealthy areas"
in the parish of All Saints, Poplar. These areas I styled (1) Providence
Place area, with 67 dwelling houses, and a population of 411;
(2) King Street area, with 10 dwelling houses and a smithy, and a
population of 49.
DAIRIES, MILKSHOPS, AND OFFENSIVE BUSINESSES.
Upon the invitation of the Medical Officer of Health of the London
County Council, a meeting of the Metropolitan Medical Officers of
Health was held at the offices of the London County Council, and
discussed the powers which are now being exercised by the Metropolitan
Borough Councils for registering dairymen, and the enforcing
of the bye-laws and regulations with respect to dairies and milk, and
with respect to slaughter-houses, knackers yards, and offensive businesses.
These bye laws and regulations were enforced by the
London County Council, but are transferred under the London
Government Act to the new Metropolitan Borough Councils.
Under the London Government Act, 1899, section 6 (4): " It
shall be the duty of each Borough Council to enforce within their
borough bye-laws and regulations for the time being in force with
respect to dairies and milk, and with respect to slaughter-houses,
knackers' yards, and offensive businesses, and for the purpose of
performing this duty, the Borough Council shall in all cases have the
