I have made it clear that there is a restriction on the impact
that can be made in the situation because of an absence of alternative
housing accommodation. Bearing this in mind, it gives me
much pleasure to record in this, my last, report to the Borough, not
only the cases that were successfully dealt with by the Housing
Inspectors, but the fact that the methods adopted have proved
satisfactory and will provide the new City of Westminster with a
competent and experienced section which, given the opportunity,
will be able to attack the problem of unsatisfactory over-occupation
and mismanagement of multi-occupied houses that was to Paddington,
and will continue to be for the new City, its major public health
housing problem.
