HOUSING.
Housing Act, 1936.
Clearance and Re-Development.
During the year clearance or compulsory purchase orders were confirmed by the Minister of
Health as follows:—
Chippenham and Rodborough Mews (45 houses).
Compulsory Purchase Order confirmed subject to the following modifications:—
Reference Number 70 will be excluded from the Order and from the Clearance Area. If the Council
desire to acquire the building, of which the property included under Reference Number 70 forms part,
it will be open to them to consider its acquisition under Section 27 of the Act.
Reference Numbers 12, 56, 58, 65 and 67 will remain in the Order as properties to which the proviso
to Section 40 (2) of the Act applies.
Foscote Mews (9 houses).
Compulsory Purchase Order confirmed without modification.
Jonson Mews (48 houses).
Compulsory Purchase Order confirmed subject to the modification that Reference Numbers 12, 13 and
14, Jonson Mews will be excluded from the Order and from the Clearance Area, leaving it to the Council, if
they desire to acquire the site of these properties, to proceed under Section 27 of the Act.
The Minister also directed that a payment under Section 42 of the Act shall be made in respect of Reference
Numbers 17, Alfred Road and 28, Waverley Road.
Oliver Mews (11 houses.)
Compulsory Purchase Order confirmed subject to the modification that Reference Numbers 4 and 8 will
remain in the Order as properties to which the proviso to Section 40 (2) of the Act applies.
Rainsford Street (23 houses).
Clearance Order confirmed without modification.
Randolph Mews (26 houses).
Clearance Order confirmed subject to. the following modifications:—
Reference Numbers 20 and 21 will be excluded from the Order but not from the Clearance Area as
being properties demolished. The Minister also directed that a payment under Section 42 of the Act
should be made in respect of Reference Numbers 1 and 5.
Richmond Mews (14 houses).
Clearance Order confirmed subject to the modification that Reference Numbers 1, 2, 3, 4, 5, 6, 7, 8 and
12 will be excluded from the Ordei and from the Clearance Area. The Minister stated that Reference Numbers
1, 2, 5, 6, 7 and 8 will be excluded in view of the Council's willingness to accept the owner's proposals for dealing
with them. The Minister also directed that a payment under Section 42 of the Act be made in respect of
Reference Numbers 9 and 10.
Richmond Mews West (22 houses).
Compulsory Purchase Order confirmed subject to the modifications that Reference Numbers 14 and 15
and the portion of Reference Number 19 shown coloured pink on the map referred to in the Order will remain
in the Order as properties to which the proviso to Section 40 (2) of the Act applies.
Clearance or compulsory purchase orders confirmed by the Minister previous to 1938:—

Artesian Road (4 houses).
Titchborne Row (12 houses).
Compulsory Purchase Orders.
Burlington Mews West (24 houses).
Burlington Mews East (12 houses).
Area dealt with by arrangement with owners.
Carlton Mews.
Following the Council's declaration of a Compulsory Purchase Order in respect of Nos. 1 to 11 (cons.),
Carlton Mews and No. 46a, Woodfield Road, a Public Inquiry was held at the Town Hall on the 18th October,
1937. With the consent of the Minister of Health's Inspector the Inquiry was adjourned sine die in order that
the Council could examine proposals submitted by the owners. The Council subsequently passed the following
resolutions:—
(a) That, pursuant to Section 31 of the Housing Act, 1936, joint application be made by the Council in conjunction
with the owners of Nos. 6, 7, 8, 9, 10 and 11, Carlton Mews for the substitution of a Clearance
Order in place of the proposed Compulsory Purchase Order in respect of those premises.
(b) That the Council do accept the offer of Mr. J. B. Harris to dedicate as part of the highway known as Great
Western Road the land in advance of the front door steps and areas of Nos. 13 to 27 (odd), Great Western
Road, without payment by the Council.
(e) That no objection shall be raised by the Council to the stopping up of that part of Carlton Mews situate
to the south-east of a line drawn from the boundary dividing Nos. 11 and 13, Great Western Road to the
boundary dividing Nos. 5 and 6, Carlton Mews.
(d) That the application to the Minister of Health for confirmation of the Compulsory Purchase Order in
respect of Nos. 1, 2, 3, 4 and 5, Carlton Mews, and No. 46a, Woodfield Road, be withdrawn subject to closing
orders being made in respect of the living accommodation at Nos. 1 to 5 (consecutive), Carlton Mews, and
to an undertaking being given by the owner that when possession of the living accommodation at Nos. 1,
2, 3, 4 and 5, Carlton Mews has been obtained, he will forthwith demolish those parts of the building used
for living accommodation.
(e) That the Special Housing Committee be authorised to include in the Clearance Order relating to Nos. 6
to 11 (inclusive), Carlton Mews, such conditions as may be necessary to ensure the utilisation of the cleared
site on a satisfactory basis; that the Common Seal be affixed to any necessary documents, and that the
resolution of the Council of 28th January, 1937, be varied accordingly.
