Block of residential flats and underground garage, or building, situate on the north side of Bayswater
Road, and on the sites of premises formerly numbered and known as Nos. 100-103, Lancaster Gate.
Porchester Place, Nos. 19 and 19a.
Block of flats, two residential houses, garages with flats over, or building, situate on the north-west side
of Gloucester Square, and on the sites of premises formerly numbered and known as Nos. 9, 10, 11
and 12, Gloucester Square, and Nos. 24 and 25, Radnor Mews.
No combined systems were reconstructed by the Council during the year.
SEWER CONNECTIONS.
In 1938, 19 sewer connections were reconstructed, either partially or wholly, 18 on the application
of the owners of the properties concerned and 1 following an Order made by the Council under
Section 40 of the Public Health (London) Act, 1936.
WATER SUPPLY.
Eighteen certificates under Section 95 of the Public Health (London) Act, 1936, were issued.
The Metropolitan Water Board reported 11 cases of discontinuance of water supply for nonpayment
of rates. Three of the premises were unoccupied. In the remaining cases the water supply
was subsequently restored.
MORTUARY.
Four hundred and seventy-six bodies were deposited at the Mortuary, inquests being held on
372 of that number. Three hundred post-mortem examinations were made.
TRADE NUISANCES.
Forty-two complaints were received during the year, those relating to manure numbering 6.
REMOVAL OF MANURE.
Section 94 (2) of the Public Health (London) Act, 1936, empowers the local authority to give
notice requiring the periodical removal of manure from stables, etc. With a view to the prevention
of an increase in flies as well as of other nuisances arising from accumulation of manure, it has been
the practice of the Council for some years past to require stable refuse to be removed twice weekly
during the months of May to September, public notice of such requirement being given by means
of posters displayed in the various Mews in the Borough. Very little difficulty is experienced in
securing compliance with the notice.
RAG AND BONE DEALERS.
In December, 1938, there were 19 rag and bone dealers in the Borough.
SMOKE CONTROL.
During 1938, 7 trade premises were kept under observation for the detection of smoke emitted
so as to be a nuisance. These premises were watched on 18 occasions, occupying 9| hours.
Smoke of all descriptions was noted during 3A hours, "black" smoke being observed for one
minute.
Six complaints relating to the emission of smoke were received during the year.
CANAL BOATS.
Part X (Sections 249-258) of the Public Health Act, 1936, relates to Canal Boats, the Canal
Boats Acts, 1877 and 1884, having been repealed.
By virtue of the Local Government Board Regulations of 17th May, 1878, the Paddington
Borough Council is one of the Registration Authorities for the Regents and Grand Junction Canals,
now the Grand Union Canal. The Medical Officer of Health is the Examining Officer for the purposes
of the Regulations.
Mr. V. L. Ronchetti acted as Canal Boats Inspector during the year.
The following report for the year 1938 was made to the Council by the Medical Officer of Health,
and was adopted by the Council as their statutory report to the Minister of Health.
