ADMINISTRATIVE WORK.
Smoke Prevention.—Twenty-nine (29) premises were kept under special observation last
year (see list), the total time given to this work amounting to 114 hours, 20 being so watched in
1910 and 28 in 1909. The total time during which "black smoke" was observed last year was
22 minutes, as compared with 40, 50, and 59 minutes in the three preceding years. Other shades
(degrees of density) of smoke were observed during 113f hours, as compared with 38f, 81 j, and
110£ hours in 1910, 1909, and 1908.
The improvement in the air of the Borough, qua smoke, is shown by the following figures
(percentages):—
In 100 hours' observations.

Canals, Wharves.—The wharves on the Canal were regularly inspected at least once a
week. Three complaints were received last year, viz., smells from passing barges and near the
(Edgware Road) tunnel, and a dead dog in the water.
The Basin was emptied and cleansed at Easter, when approximately 600 tons of mud and
refuse were removed and some necessary repairs to the bottom of the Canal and the retaining
walls executed. No complaint was received with reference to the canal boats tied up outside
the Basin when it was being emptied.
