Mr. E. Walker resigned as Senior Public Health Inspector on
November 7 after 40 years' service in local government, all of which
were spent in this borough. He received the warm thanks of the Council
for the good work he had done, and the best wishes of the Council
and his colleagues for a long and happy retirement. The following
subsequent changes occurred in the staff: Mr. Phillips, the deputy senior
inspector, was appointed senior public health inspector; Mr. Craven,
the group housing inspector, was appointed deputy senior public health
inspector; and Mr. Brittain, the assistant group housing inspector, was
appointed group housing inspector. The establishment of public health
inspectors was reduced by one to a total of twenty by the omission of a
specialist smoke inspector; Mr. Bevan, who had previously filled this
position, being appointed as assistant group housing inspector.
The year also gave us the first returns from the pupil public health
inspectors' scheme which was established a few years ago. Three pupils
qualified as public health inspectors; one of them was retained to fill
the only vacancy on the establishment while the other two immediately
found appointments in neighbouring boroughs. There is still however
a little difficulty in recruitment due to the desirability of candidates
having passed the necessary preliminary examination, and of course
from competing interests in other professions and industry. Other
successes (with the help of the Council's post-entry training scheme)
included Mr. Cleverly, public health inspector, who obtained the Meat
and Other Foods certificate, and Mr. Coleman, clerical officer (III),
who passed the intermediate examination of the Diploma of Municipal
Administration.
In ending the introduction to this report I wish to express my
thanks to the Public Health Department Staff for their work during
the year, and more particularly for the heavy additional work they have
got through under the Clean Air programme, and for the difficulties
they have surmounted in this extremely important subject.
My thanks are also due to the Public Health Committee for their
support and guidance in the work done. The Public Health Committee
