(b) for securing improved arrangements for the health and
comfort of all shop workers, adults and young persons alike.
The provisions relating to hours of employment are administered
by the London County Council.
As regards the arrangements for the health and comfort of shop
workers generally, while the enforcement of the provisions as to the
lighting of shops, washing facilities and facilities for meals, rests
with the London County Council, those regarding ventilation, temperature
and sanitary conveniences are administered by the
Metropolitan Borough Councils.
Rag Flock Acts, 1911 and 1918.
There are no manufacturers of or wholesale dealers in rag
flock in the Borough, and no action under the Acts has been
necessary during the year-
Offensive Trades.
No offensive trades are established in the Borough.
Rats and Mice (Destruction) Act, 1919.
During the year 237 investigations were made into complaints of
alleged rat infestation. In 127 instances, defective drains were found
to be responsible, and in 80 instances the contributory cause was
found elsewhere. The complaint was unfounded in 30 cases.
Smoke Abatement.
During the year 22 observations were made by the Sanitary
Inspectors for the detection of nuisances arising from the emission
of smoke, and as a result notices were served in 5 instances. The
institution of legal proceedings was not necessary in any case.
