The informatory part requires persons in control to register with the Council
giving the occupation of the house with the amenities available. Part 11 requires
the person in control to obtain prior approval before letting a house in multiple
occupation.
The effect of the scheme will not be seen for some years but during 1971,
601 houses were registered under Part I and 50 under Part II. During the year the
Council gave 386 Directions limiting the number of individuals or households or
both that may occupy houses in multiple occupation.
The figures are disappointing but the houses in multiple occupation section
has not had a full establishment, i.e. 20 Technical Assistants and 4 Senior Public
Health Inspectors.
Additional amenities were secured in twenty-two houses where Directions
had been given and these Directions were varied.
Twelve Directions were revoked due to houses being acquired and converted
by Housing Associations or by the Council.
Access by Officers is still a serious problem and it was found necessary to
obtain 11 Warrants of Entry.
Means of escape in case of fire
Means of escape in case of fire were provided in 64 houses. Informal
action secured 9, formal 38 and 17 were installed in default or by arrangement
with the owners.
Housing Act 1969 Section 60
Provision is made in this section for dealing with parts of buildings which
cannot be provided with means of escape in case of fire at reasonable expense,
i.e. tall buildings with attic rooms where secondary means of escape is
impracticable or cost of installation is unreasonable.
Two attics were made the subject of Closing Orders after consultation
with the Greater London Council.
General
A total of 11,682 visits and revisits were made by the staff dealing with
houses in multiple occupation.
