The repair and maintenance of existing housing stock
The repair and maintenance of dwelling houses has been mainly obtained
by using the provisions of the Public Health Acts in respect of nuisances but
Section 72 of the Housing Act 1969 which amended Section 9 of the Housing
Act 1957 was used to secure the repair of 12 houses, where substantial disrepair
existed. Action under the provisions of the Public Health Acts resulted in 1109
houses with defects being repaired.
During 1971 the Council made 137 Management Orders enabling them to
apply the Housing (Management of Houses in Multiple Occupation) Regulations
1962 to the houses. By informal and formal action, repairs and proper standards
of management were secured to these houses. It is the standard procedure to
require all houses in multiple occupation to be properly managed, repaired and
kept in a clean condition and owners/tenants are made aware of this requirement
by informal and formal action.
Nine Management Orders were determined due to the houses being converted
into self contained flats or purchased by the Council.
Three Section 14 notices under the Housing Act 1961 were carried out in
default of the owners.
The prevention of overcrowding, control of multiple occupation
Overcrowding is still one of the major problems in dealing with multiple
occupation and in order to deal with this the Council implemented a registration
scheme in July, 1970. The scheme is in two parts (I) Informatory and (II) Regulatory.
