(2) China Place, St. Alban's Buildings and Karl Place area
as insanitary areas to be dealt with by Improvement Schemes under
the Housing Acts, 1890 to 1923, after being represented as insanitary
areas under the Housing of the Working Classes Act, 1890 (Part I) by
the Medical Officer of Health of the Borough of Lambeth. The
Borough Council expressed the opinion also that the first named area
(Linnett Street, etc.) was the more urgent.
The London County Council has decided, provisionally, do deal
with the second named area (China Place, etc), which contains St.
Alban's Buildings, Karl Place, China Place and China Walk (on the
north side of St. Alban's Street), and to include also in the area Walnut
Tree Place and Richmond Cottages and Street, which are adjacent (on
the south side of St. Alban's Street), so as to enlarge the area, and,
consequently, make such area, which is to be known as the China
Walk area, more satisfactory for being dealt with under an Improvement
Scheme.
The Medical Officer of Health of the Borough of Lambeth is
requested to make a formal representation of this area, under the
Housing of the Working Classes Act, 1890 (Part I.), and this he is able to
do on the ground of the narrowness, closeness and bad arrangement of the
houses in the following streets and courts within the said area, and the
consequent ill-effects from want of proper light, air and ventilation,
conditions that are dangerous or injurious to the health of the
inhabitants of such houses:—
(а) St. Alban's Buildings (26 houses);
(b) Karl Place (13 houses);
(c) China Place and China Square (19 houses);
(d) Walnut Tree Place (35 houses);
(e) Richmond Cottages and Street (41 houses).
n.b.—Several of the St. Alban's Buildings and Karl Place
houses are built back to back, a condition that still
further increases the ill-effects from want of proper light,
air and ventilation.
The Medical Officer of Health reports that, speaking generally, the
individual houses, which are comprised within the selected area, are in
fairly satisfactory condition, with a few exceptions, though many of the
houses are suffering from the wear and tear of age, and are consequently
more or less worn out, but that the "Representation," which is to be
made by him under the Housing of the Working Classes Act 1890
(fart I), is based on the ground of the narrowness, closeness and bad
arrangement of the above-mentioned houses (including several back-toback
houses), within the area, interfering with proper light, air and
