Insanitary Areas, under that particular Act, for re-construction under
Improvement Schemes within the Borough of Lambeth. For that
purpose, the Medical Officer of Health has selected the following two,
which he would be prepared to represent officially, under the Housing
of the Working Classes Act, 1890 (Part I), should the London County
Council be willing to take action (the areas being set out in order of
urgency)
(1) Linnett Street, Starling Place and Mary's Buildings (with
Steven's Place);
(2) China Place, St. Alban's Buildings, and Karl Place.
In both the above cases, official representation would be based
upon the narrowness, closeness and bad arrangement of the houses
within such areas, and the consequent want of light, air and ventilation,
being conditions that are dangerous, or injurious, to the health of the
inhabitants of the houses in such areas; whilst, in addition, the latter
area (China Place, St. Alban's Buildings, and Karl Placed might be
officially represented also under the same Act on the ground that the
houses, are, in addition, placed back-to-back, in so far as part of
St. Alban's Buildings and Karl Place houses are concerned. In regard
to the former area (Linnett Street, Starling Place and Mary's Buildings,
with Steven's Place), which is approached from Tanswell Street (off
Oakley Street), the houses and buildings are situated between Coral
Street and Johanna Street. Incidentally it may be mentioned that, in
dealing with this particular area as an Insanitary Area under an
Improvement Scheme, the question of the widening of Oakley Street
would again have to be considered in conjunction therewith—a
scheme which has been before the Borough Council and the London
County Council on several occasions (Minutes 1918-19, pages 477-8
and 846).
Report (September, 25th 11)24).
On the 15th May, 1924 (Minutes, pages 635-43), the Borough
Council decided to suggest to the County Council the desirability of
the Housing Committee of the latter Council taking into consideration
the scheduling of either
(1) Linnett Street, Starling Place and Mary's Buildings (with
Steven's Place) area, or
