an offence to deliver unauthorised solid fuel to a building or premises in a smoke control
area for use for domestic or industrial purposes. These provisions, however, do not apply
to premises which have been exempted from a Smoke Control Order.
SMOKE CONTROL AREAS
The Islington Smoke Control Orders Nos. 26 and 27 came into operation on 1st December
1968. They comprise 507.4 acres and 420 acres respectively and, to date, are by far the
largest areas dealt with since the inception of the smoke control programme. The total
number of premises in the two areas exceeded 23,000 and the staff in the Clean Air Section
have been under severe pressure in dealing with the many applications for grants towards the
cost of adaptation or conversion of fireplaces to comply with the Orders.
In the early part of the year Smoke Control Orders were made by the Council in regard to
the last two areas to be covered i.e. Nos. 28 and 29. Both were confirmed by the Minister and
come into operation on 1st October 1969. The size of these areas are 450 and 360 acres
respectively. Apart from very minor mopping up operations in regard to earlier Orders, the
Council's Smoke Control Programme will be completed before 1970.
During the year several warnings were given to occupiers in smoke control areas where it
was established that bituminous coal was still being burned in domestic premises.
A notice was served upon the occupiers of a factory in Goswell Road in respect of a
contravention of the Finsbury (No.4) Smoke Control Order. Following a report to the Environmental
Health Committee and correspondence with the Secretary, the Company agreed to install
a modern boiler with a higher chimney.
