WORKS IN DEFAULT
Public Health Act 1936 - Sections 39, 45, 79 and 93.
Public Health Act 1961 - Sections 17, 18 and 26.
Greater London Council (General Powers) Act, 1967, Section 23.
Consequent upon notices served by the public health inspectors for work to be done to
drains, sanitary conveniences and premises, the Council in pursuance of their powers under
the above Acts carried out works in default in 260 cases.
LEGAL PROCEEDINGS
Proceedings were instituted in 92 cases under Section 94 of the Public Health Act, 1963,
for failure to comply with abatement notices. As a result 57 nuisances orders were made, and
further proceedings were taken in 17 cases for failure to comply with these orders.
DISINFECTION AND DISINFESTATION
Disinfection and Disinfestation services were carried out during the year, mainly free
of charge. There was a significant rise during the year of flea infestations throughout the
borough. The species was identified as Ctenocephalides Felis, the cat flea; there was no
apparent reason for this outbreak, infestations being confirmed in all types of homes and
business premises.
Staff of the Department made fifteen visits to a local factory and supervised the
disinfection by formaldehyde gas of 22.75 tons of secondhand clothing for export, the same
factory sent 14 tons of clothing to the Disinfecting Station for steam disinfection prior
to export.

PIGEONS
This problem continued and the authorised pigeon catcher carried out twelve treatments
in the Borough.
CARAVAN SITES - CONTROL OF DEVELOPMENT ACT, 1960
There was no caravan problem during the year.
CLEAN AIR AND ATMOSPHERIC POLLUTION
LEGISLATION
The Clean Air Act 1968 received the Royal Assent in October. This Statute increases the
powers of local authorities in regard to the emission of dark smoke, the emission of grit
and dust from furnaces, the control of chimney heights and the acquisition and sale of
unauthorised fuel in a smoke control area. As from 1st April 1969 it is an offence for any
person to buy or otherwise acquire any unauthorised solid fuel intending it to be used
either in a building or in a boilder or plant situated in a smoke control area. It is also
