Factories Act, 1961, Section 70
Basement Bakehouses
Certificates of suitability, as required by Section 70 of the Factories Act, 1961,
continued to be in force in respect of eight basement bakehouses at the following
addresses;-
76 Caledonian Road 7 Junction Road
54 Archway Road 59 Junction Road
146 Blackstock Road 77 Newington Green Road
3 Cardwell Terrace 123 Newington Green Road
In accordance with the requirements of Section 70, the quinquennial inspection of
basement bakehouses commenced during the year,
In the case of one basement bakehouse, a prosecution was taken under the Food
Hygiene (General) Regulations, 1960, and is reported on page 73 ,
The Proprietor was fined £75, and ordered to pay £6 costs.

Noise Abatement Act, 1960 - Noise Nuisance
Complaints were received during the year of noise arising from the use of power
machines in domestic premises, from wireless, amplifiers, juke boxes and noisy parties. ;
Complaints were also received arising out of motor repairs being carried out on
the highwayc With the co-operation of the Police, this was discontinued,
A compressor used in connect! en with main sewerage work caused annoyance to
residents in the vicinity, Arrangements were made to enclose the compressor within a
wooden structure thus reducing the noise level - no further complaints were received
from this source
As mentioned in the foreword to this report, two Inspectors were engaged on three
occasions during the year on night duty, During the period of duty, investigations
were made into noise complaints arising from the use of machinery, licensed clubs,
refreshment houses and other sources, The fact that the.Inspectors are on duty after
normal working hours enables many complaints to be finalised.,
A number of complaints were received by the Department arising out of the
parking of heavy vehicles in certain parts of the Borough Hie "rewing-up' of engines
in the early hours of the moming is a source of annoyance to the neighbourhood In
certain cases, observations were kept during the week-end, Work on the new '"Victoria
Underground"' line has commenced and some complaints have already been received of
noise nuisance due to the working of machinery and other causes, these being taken
up with the appropriate Authority.
One factory caused a nuisance to the residents of a block of flats from the use
of a "Cyclone1" exhaust system. This has been dealt with satisfactorily, the factory
manager being most co-operative and no further complaints have been received
