At the end of the year a special survey was started in respect of persons who live in
Holborn and whose names were on either of the lists of outworkers submitted in February
and August. Owing to the movement of the persons in the lists difficulty was experienced
in tracing some outworkers and the survey therefore continued into 1951. A number
notified as outworkers were found to be doing a non-specified trade.
The outworkers notified were found to fall into two categories. The first worked
in premises which could be regarded as a factory and registered as such. These premises
can be inspected both by the Factory Inspector as well as by the Council's Inspectors.
The second category work in premises which are also their homes, and so they may
better be described as homeworkers. Their premises are subject to inspection by the
Council's Inspectors, but not by the Factory Inspector. These homeworkers numbered
only 24, and were either women or retired men.
