(1) Registration and Inspections
A routine programme of street by street inspections of all premises
has continued during the year. As mentioned in the statistical report
table, at the end of this Section, a total of 2,299 inspections of all kinds
was made during the year, and over half of these were general inspections,
namely 1,181.
The majority of the other inspections were in the form of re-inspections
to ascertain if the necessary works had been satisfactorily completed.
The total number of registered premises remained approximately the
same, as did the number of newly-registered premises. The majority of the
newly-registered premises consisted of changes of occupation ascertained by
routine re-inspections.
(2) Operation of the General Provision of the Act
Cleanliness
Most contraventions under this section again related to storerooms,
staffrooms, passages and stairs, and letters were sent to 106 occupiers
regarding contraventions, a 50 per cent, increase on last year's figure.
Overcrowding
No cases of overcrowding were found during the year.
Temperature
A number of complaints were received during the year from the staffs
of offices and wholesale premises within the Borough. Each case was investigated
and the management was informed if the temperature was below
that required by the Act,
These contraventions were followed up and improvements were made
Ventilation
In most cases this was found to be satisfactory. Some difficulties did
arise in providing adequate ventilation during brief periods when the ambient
temperature was high. However, these problems were of a temporary nature and
were usually overcome by the installation of additional fans.
Lighting
This was usually found to be adequate, but some defects did arise and
