CERTIFICATES OF ESSENTIALITY AND
BUILDING LICENCES.
During the year the Control of Building Operations
(No. 5) Order, 1945, dated 30th June, 1945, made by the
Minister of Works under Regulation 56A and the Defence
(General) Regulations, 1939, came into force.
The Order contained provisions applicable during the
month of July, 1945, and provisions applicable as from
1st August, 1945. Under the Order work could be carried
out on any single property without licence to the extent of
two pounds per month, in addition to which, a further sum
of ten pounds could likewise be expended during the period
1st August, 1945, to 31st January, 1946. The monthly
sum of two pounds was not cumulative. Work to private
dwellings by unpaid labour could be carried out without
licence and the cost of any materials used by such unpaid
labour was disregarded. Apart from these exemptions, no
building work could be carried out without licence.
The Sanitary Inspectors have continued to investigate
and report upon all applications received. The number of
applications received during the year was 2,265.

DAMAGE) (AMENDMENT) ACT, 1941.
Applications for certificates of fitness for housing purposes
are dealt with by the Senior Sanitary Inspector. Sixteen
certificates were issued during the year. The small number
of applications received is evidence of the large amount of
agreement which has been arrived at between tenants and
landlords without recourse to the courts.
