This area is predominantly business and industrial comprising
921 acres and 614 dwellings of which it is estimated that 281 will
require some form of conversion or adaptation. Of the total dwellings

Royal Arsenal Western Enclave
This area comprises land and buildings which are in the ownership
of the Crown, therefore, Section 22 of the Clean Air Act, 1956,
applies. Under this Section the local authority may, where they
think fit, report to the responsible Minister:—
(a) emissions of dark smoke, grit or dust,
(b) emissions of smoke within a Smoke Control Area,
(c) emissions of smoke, whether dark or not, which appear to
constitute a nuisance to the inhabitants of the neighbourhood.
On receiving such a report the responsible Minister must inquire
into the circumstances and, if his inquiry shows that there is cause
for complaint, he must employ all practicable means for preventing
or minimising the emission of smoke, grit or dust, or for abating
the nuisance and preventing its recurrence.
This area comprises 85 acres and 35 buildings occupied by the
Ministry of Defence and Ministry of Public Building and Works.
Nathan Way
This area is wholly industrial and comprises 185 acres and 239
non-domestic premises. It includes the Royal Arsenal Eastern
Enclave which is occupied by the Ministry of Defence. Of the 239
premises, 195 are occupied by that Ministry and 44 are factory
premises on the Woolwich Industrial Estate. Section 22 of the
Clean Air Act, 1956, will again apply to the area occupied by the
Ministry of Defence.
Abbey Wood No. 4
This area comprises 35 acres and consists of three industrial
premises and some 50 caravans and structures on the Harrow
Manorway Caravan Site.
