The Minister of Housing and Local Government confirmed each
of the above Smoke Control Orders at the end of April this year

Western Enclave, Nathan Way and Abbey Wood No. 4 Smoke
Control Areas.
In the autumn, preliminary arrangements for the formation of
these areas were completed and the Council declared the making
of a Smoke Control Order in respect of each of them on 2nd
December, 1970. Details of each of the Areas are as follow :—
Plumstead No. 2
This is an area comprising 225 acres and 3,024 dwellings of
which it is estimated that 1,207 will require some form of conversion
or adaptation. Of the total dwellings 366 are Borough Council,
421 are Greater London Council and 2,237 privately owned
and, in addition, there are 245 non-domestic premises. Subject to
confirmation by the Secretary of State for the Environment, the
proposed operative date is 1st July, 1972.
Page Estate
This area, comprising 310 acres and 2,704 dwellings, is predominantly
Borough Council owned. Of the total dwellings, 2,399
are Borough Council owned, 279 are Greater London Council and
26 privately owned and, in addition, there are 21 non-domestic
premises. Of the Borough Council owned dwellings it is estimated
that 1,022 wil require some form of conversion or adaptation and
200 of the Greater London Council and 18 of the privately owned
will also require conversion. The majority of dwellings on this
estate are without a gas supply, therefore exemption will be given
to allow the use of sticks and paper for ignition purposes in
accordance with Circular 28/60 issued by the Ministry of Housing
and Local Government. This exemption allows for the use of
kindling sticks and paper to ignite authorised fuels in fireplaces in
buildings, or parts of buildings separately occupied, without gas
