Food and Drugs Act, 1955
Twelve hundred and forty-eight samples were submitted for
examination to the Public Analyst, of which 109 informal samples
were obtained in accordance with the Public Health (Imported
Food) Regulations. The remaining samples, consisting of 159
formal and 980 informal were obtained in the normal course of
sampling.
Of all the samples obtained, 52 were considered by the Public
Analyst to be non-genuine and of this total 13 were in respect of
imported foods not on sale to the general public and, in these
instances, the importers were notified accordingly.
Of the remaining 39 non-genuine samples, 19 were offences in
respect of permitted ingredients not being disclosed on the labels
and these have therefore been excluded from the calculated adulteration
figure of 1.8%.
Milk was one of the main foods sampled, the total being 145
samples of which 120 were in respect of milk other than Channel
Islands. Of this latter figure, the average percentage of milk fat
was 3.54% and solids-not-fat 8.61%, the standard being 3.00%
and 8.50% respectively. However, in accordance with the Milk
and Dairies (Channel Islands and South Devon Milk) Regulations,
1956, milks in these categories must contain a minimum of 4%
milk fat and 8.50% solids-not-fat. Twenty-five Channel Islands
milks sampled in the Borough during the year proved to have an
average content of 4.43% and 8.85% respectively.
Dried Milk Regulations, 1965
Twelve samples of dried milk were taken during the year, of
which 4 proved satisfactory. Of the remaining 8 samples, 6 were
from a consignment which was surrendered and the whole stock
destroyed. Results of other 2 samples are as follow:—
1. The packet contained the equivalent of 3.9 pints of skimmed
milk. It was stated on the label that the packet contained the
equivalent of 3 pints of skimmed milk. This declaration would
appear to be inappropriate for the weight of dried skimmed
milk in the packet.
Action taken—Manufacturer advised of Public Analyst's comments
and asked for observation.
2. The sample consisted of Dried Skimmed Milk and contained
Moisture, 8.0%. According to Regulation 4, this article should
not contain more than 5.0% of moisture.
