Sanitary Circumstances of the Area.
The tables on pages 58 and 59 summarise, as far as possible
the sanitary work of the Department; from these it will be seen
that a total of 19,248 houses and premises have been inspected
or re-inspected during the year; 2,717 intimation notices and 303
statutory notices were served.
There were no less than 2,058 complaints registered. It is
interesting to note the number for the years before the war averaged
700.
Factories Act, 1937.—Under this Act the principal functions
are administered by the Ministry of Labour and National Service
through H. M. Factory Inspectors. The Borough Council is
charged with the duty of enforcing the legislation as to sanitary
accommodation in all factories in its area, and in those factories
where mechanical power is not used the following:—
Cleanliness
Ventilation.
Overcrowding.
Drainage of Floors.
All factories must have an adequate supply of drinking water
from a public main or some other source approved in writing by
the Council.
The number of Factories on the Register is 341. This number
includes 66 where mechanical power is not used.
During the year 481 inspections were made by the Council's
Inspectors. Defects were found in 41 cases of which 40 were
remedied.
Outworkers.—Premises where homework is carried on were
visited on 58 occasions by the Woman Inspector.
There was no instance where it was necessary to prevent work
being carried out owing to infectious disease.
